Residency registration
If you plan to stay in Spain for more than 3 months, you should register yourself on the Central Register of Foreigners.
If you are a citizen of another EU country, this must be done at the National Police station, Calle Skal, in Torremolinos centre (For other areas in Spain, go to the nearest Foreigners Office, or if there isn't one, the local police station). You can download the necessary application form, but you will also need to get a form from the police station to pay the application fee, currently €6.70, and take it to any major bank to pay the fee. With the completed application form, receipt of payment, your valid, original passport plus photocopy, plus proof of address such as a padron certificate from the town hall, you can obtain your certificate of registration. This has replaced the old style residency cards, which are no longer required.
Warning: A numbered ticket system is in place in Torremolinos, and only a small number of applicants will be seen each morning. Although the office at the police station does not open until 09:00, the queue for tickets begins around 06:30-07:00. Arrive early to avoid disappointment!

More detailed information (in English), and information for non-EU citizens, can be found here

Padron
If you live in Torremolinos, you should also sign on the "padron", which is similar to the electoral register (although you will have to register seperately if you wish to vote!) By doing so, it helps the local council to obtain more funding from the regional government, which in turn benefits the community in general. More importantly, it helps YOU by entitling you to worthwhile discounts on certain things, in particular your rates bill if you own your own property, and your "basura" (rubbish collection) and water bills.
To sign on, go to the Empadronamiento office on the ground floor of the town hall any working day, with your formal ID and proof of address (property deed, rental contract etc.) There is no charge, and you will be issued with a certificate which you can use to obtain the above mentioned discounts.

Hacienda
A sad fact of life for most of us is that we have to pay taxes. If you are resident in Torremolinos, or even if you just own your own holiday home, the chances are that sooner or later you will have some dealings with the tax department. (Hacienda)
The main office is located at Calle de la Cruz, 18.

If you have sold a property in Torremolinos, you will most likely be liable for Plus Valia tax. This can be arranged quickly and simply by yourself (no need to pay a Gestor!) by going to the Town Hall. Ask at reception for the relevant office and they will direct you. They will be able to produce a bill for you upon presentation of details of both the purchase and subsequent sale of the property, which you can then pay at the bank.
